Need an expert to repair a REWAT on a transferable M1 Carbine

I recently acquired a transferable REWAT Inland M1 Carbine.  I'm looking for someone to either weld the missing metal on the receiver or alternatively cut and weld a new front part of the receiver (see receiver part that Sarco sells).  It functions fine but I'd like to restore it to better condition. If you know anyone capable of doing this, please let me know!  Thanks in advance.

Just got off the phone with him.  He's a year out but if I do send it to him, my M1 will be worth a few thousand more when I get it back! :D Waiting for Lewman Arms to get back with me after he speaks with his welder.  I did discover from Mr. Andrewski that cutting and welding a new front end of the receiver is a no go!

Curious as to why cutting and welding on a new front section would be a no-go.
Was he able to expand on the reason? Is it a legal issue or alignment/metallurgy issue?

John stated that unless it's welded and then carefully heat treated it will likely come apart.  In other words it's like having open heart surgery when a less invasive procedure could fix the problem.
