E-File Submission "Unknown Error"

Hello all,

I am working with a Class III Dealer in Maine on the transfer of my next purchase.  We are trying to use the E-File system this time around, but when he has everything ready to submit he keeps getting an "Unknown Error" message. This has been going on for over a week now. He owns an established shop and is familiar with the process, he reached out for help and was told that ATF/NFA was migrating to a new system, but that was supposed to be complete last week. He tried again yesterday, going so far as to start over from scratch, filling out a completely new electronic Form 4, and still had no luck.

Is it possibly because we are transferring directly to my C&R FFL (the gun in question is confirmed C&R eligible)?

We are ready to throw in the towel and go the paper Form 4 route, but I would really like to get this gun ASAP!

Any thoughts/suggestions on how to grease the skids and get the transfer application submitted would be greatly appreciated,

I have had some unusual errors when eFiling, one was due to the SOT not being linked to the FFL eFile account. There is a section on the FFL profile page that needs linked, it could be the source of your error.

 For the last C&R transfer i did, we needed to fill out a responsible party form as well, if you need a template send me a PM.

Thank you Mike!

I completed the Responsible Party form and sent it to the seller along with my .jpg photo and electronic fingerprint files. Everything seemed to upload as expected and he was able to complete the Form 4 package with no issues until he hits “Submit”

I also confirmed that my photo attachment was not too large. 
 

I am considering having the gun in question transferred to a friend who is an SOT and lives nearby thinking it may be easier to sort out the problem(s) if we’re both in front of the computer…

That has certainly been my experience with paper. From the time the last two hit my credit card the approvals happened in 20 and 26 days. I keep hearing that e-file is faster and/or better, but in my experience it has been anything but.

(Plus, I‘m enough of a ‘dinosaur’ that I like that hard copy, handwritten “Registrant Copy” with the big ol’ blue stamp on it!)

Okay, it turned out that the problem was indeed with the pay.Gov site. The Seller was able to get past that early yesterday morning and we both received the e-mail indicating that the Form 4  is in "Submitted" status.

I am curious to see how the e-file process stacks up against a paper copy submission.

Update and photos to follow upon transfer approval and receipt of the gun.
