Austringer
Cleaning out the safe and found a few 40mm Practice Rounds (blue upper, white plastic casing. I purchased or was given when I purchased an original M79 maybe 10 years ago. No longer have the M79 and really don't need these. What are these selling for currently? MPFiveO
I'm sure actual real experts will be along shortly to comment, but from my understanding the ATF has decided to reclassify complete rounds as explosives and are requiring them to be treated as such. They must be stored in a munitions magazine and transported as such. Now, we all know chalk rounds are all but harmless unless you catch the zinc pusher in the head. But common sense would tell us that there's no explosive. Today they must be shipped as components. The case can be assembled with the projectile if I remember correctly, but the .38 blanks must be separated from the assembly, otherwise it's a live round. I'm not sure why this all took place, other than to further discourage ownership of DD's. It's already hard enough to find a dealer that can handle a transfer. Now all the shipping and storage requirements for explosives apply to any ammunition for them.
Austringer
thanks for the response, much appreciated. I've read both sides and it's just another one of the stupid grey area BATF things.
Chef
If you're worried about it, simply remove the projectile from the case. They are usually not sealed tightly, and a strong grip and twist with your hands can break the seal and separate the components. Then you would be "in compliance". United Surplus Arms
FYI - here is one on GB for $20 a round (new, ready to go, minus the .38 blank) https://www.gunbroker.com/item/1134167366 Edited January 13 by United Surplus Arms
