Where Is the New $0 ATF Form 4?

I see that the new $0 suppressor transfer Form 4 has been updated on Eforms but the .pdf version from ATF.GOV does not appear to be available yet. Has anyone heard why? I need to transfer a suppressor to an out-of-state SOT and Eforms does not seem to accommodate that transfer configuration. I need the printable version.

This is what I did if you want a "paper" printable copy of the Form 4 (this assumes that you have an eforms login)

1. Log into the eForms site.
2. Start a "Draft" Form 4 and choose FFL with SOT and click "next"
3. This option if you are an individual will generate an empty Form 4 draft and when you will move to the next screen eForms will give you a "View PDF" option at the top.
4. Click "View PDF" which will open the new Form 4 blank/empty "draft" in PDF form and then download the empty "draft" Form 4 PDF to your local system and name it something like "New_Form_4_Draft_Watermark.pdf".  (This version will have the Draft watermark image on it)
5. Go to PristinePDF at https://pristinepdf.com and upload the "New_Form_4_Draft_Watermark.pdf " file you downloaded to your local system from the eForms website.
6. Use the PristinePDF tool to remove all of the "Draft" watermark images from the PDF.
7. Download the Draft watermark removed  PDF and rename it something like "New_Form_4_No_Draft_Watermark.pdf"
8. Print out copies of your new Blank and Draft Watermark Removed Form 4 and fill out with a pen.
9. Mail in two copies of the new printed Form 4 with fingerprint cards to the BATFE (along with payment if required) and a 3rd copy to your CLEO.

If you want to get fancy take your new Blank Form 4 PDF and use an online PDF editor to add text boxes to each section to fill it out digitally going forward.  

You could also use an online PDF editor to change the in red "ATF Copy" at the Bottom to "ATF Copy 2 - To Be Returned to Registrant" as well for the second copy you send to the BATFE. (however, historically they have not cared about the copy note at the bottom)

Hopefully this helps.

It took me about 10 minutes to do this and end up with a now blank PDF copy that you can print out.

Boy, that was super fast for the government, maybe they let Delta do the heavy lifting on this one!  Maybe I missed something, but I don't see provision for a photo on the new form?  BTW, I have 100 of the old October, 2025 forms available if anyone want them, they sent them to me last month.

In the instructions it still states in 2(g) that individual applicants must submit a photo and fingerprints with the application.  However as you noticed there is no spot for a picture anymore to be attached to the actual Form 4.  Its possible you just provide pictures "loose" in the mailer along with the fingerprints.

However, my guess is they probably want an individuals to now submit a 5320.23 "Responsible Party" form (which has a spot for a picture) as the "responsible party" for themselves as an "individual"..... even thought the instructions 2 (6) its says that only legal entities need to submit a 5320.23.

If I recall correctly in eForms previously even individual applicants had to fill out a 5320.23 which then populated the picture on the eForm 4 itself,  so my guess is that 5320.23s are now required for paper applications given the Form 4 itself cannot support the picture anymore.
