Bill in Bama
I paper filed a Form 4 for a customer to transfer his gun to me so I can transfer to an out of state buyer. ATF sent him a letter returning the application due to use of an obsolete form. I pulled it off ATF 's site, October 2023. I see there is a new revised form, but every time I try to pull it up the old one shows. Even the 3rd party sites that offer fillable forms show the old form. How can I access the new Form other than ordering some? ATF and NFA are no help, they refer to their websites, NFA told me to send an email and the reply was to go on the website. Catch 22, I'm screwed.
subgun24
Does your form 4 have this on top right corner? OMB No. 1140-0014 (10/31/2026)
Bill in Bama
Yes, and bottom right still says Oct.
subgun24
Did atf refund you $200? I sent that form out recently and have had at least 3 guns approved on it. But also have some guns I am waiting on so we will see if those come up rejected or approved.
Bill in Bama
I paid by credit card and haven't checked yet to see if it was refunded, might take a while anyway.

Bill in Bama
I was just reviewing the "new" form 4 I completed before putting it in the mail, and I see that I pulled up a fillable form dated 2019, so that's a dud too. Why are there so many old forms out there? I don't want to pay for a service to fill out the form in any event, but especially if it's an obsolete form. Bill in Bama
Update, I just called NFA division and was told I'd have to order paper forms from the distribution center, no form is available on the web as yet. Crazy.
Tall Pine
What a hassle, but thanks for letting us know. So what date should the "new" revised form say in the bottom right corner? I'll be filing a few F4 in January and want to make sure to use the "correct" form.
Bill in Bama
I have since received an email from Erik Longnecker Deputy Division Chief, National Firearms Act Division, Bureau of Alcohol, Tobacco, Firearms and Explosives and he told me the October, 2023 form is the latest until 12-31-25 and the new system goes into effect 1-1-26. But that is the form I filed so I'm waiting on another email from him to clarify. It sounds like someone rejected it in error, but at this point I'm not sure of much of anything. Bill in Bama
Typical of government, Erick can't find a record of the submitted Form 4, and has asked for copies, which I sent him. At least he is responding quickly and seems to want to help me.
Tall Pine
Reading between the lines it seems for those wanting to paper file in '26 should probably wait for that new form. Again, great info Bill and thanks for posting. I was all set to get my F4 signed and mailed 1/1/26 but this has me thinking I need to wait for the revised '26 form. They probably changed it to show no $200 fee for sbr/suppressor. Thx

Tall Pine
No more paper filing? I'm an oddball and dont mind waiting on paper. Truth is my SOT didn't sound to warm to the idea of e-filing. He says its been a challenge for him sometimes. Perfect fit.lol Edited November 14 by Tall Pine
Bill in Bama
I have heard nothing from Mr. Longnecker since sending him the copies of the Form 4 last Friday (Nov. 14) and I've sent off another inquiry. I also was referred to the distribution center to order new forms, which I did, ordering 25 copies of the Form 4. YEsterday I received my order, but they sent me 100 forms, and of course they are the exact some one I used originally when I filed this transfer application back in September. I guess they just wanted to clear out their inventory before Jan 1 so they didnt' have to shred them. I'll be dumping them in the recycle bin myself, no way can I use 100 forms before Dec. 31. Bill in Bama
I got a late email from Mr. Long necked, seems the bank in Portland sent the form back. Took them two months to do it, and my card hasn't been charged for the stamp. Who knew the big delay was the bank?
Bill in Bama
I've submitted a new Form 4 for the transfer, this is so frustrating when you follow the rules and the government (or the bank in this case) screws up but you (me) have to pay for it. Two months wasted because some inept bank employee decided to exert his authority where it didn't belong..
Uncle Zeek
Here's something interesting on the topic - I just had an outbound eform 4 approved. The approved e-form is the "revised October 2023" version. Sounds more and more like the ATF screwed up on your application.
Bill in Bama
Oh they definitely did., I used the most recent form available, same one they sent me 100 copies of, and everything on it was correct. But getting them to admit and apologize for it? Ain't gonna happen.
GridIron
I submitted two form 4's, individual to dealer on 11-20-25 and it looks like the checks were cashed 11-26-2025. I also had a form 4 individual to dealer mailed on the 3rd and it has appeared in my inventory on 23rd.

My check hasn't cleared yet, hopefully next week.
slowfinger collectibles
It took me three years to get a form 3 sent back to me. ATF kept sending it to wrong address! Very long wait? George
