It wasn't Reagan that did us dirty, it was Rep. William J. Hughes, a democrat of course. He's the one who put the poison pill into an otherwise good piece of legislation aimed at alleviating burdensome firearm regulations that did nothing to curb crime. The NRA and others vowed to fight the amendment later but never did.

"2. Hughes Amendment to the Firearms Owners Protection Act (1986):

This amendment, introduced by Rep. William J. Hughes (D-NJ), banned the civilian ownership of newly manufactured machine guns. 

It was added to the Firearms Owners Protection Act (FOPA) and became effective on May 19, 1986. 

The amendment created a new category of machine guns that were illegal to possess for civilians simply because they were new machine guns"
