Chasingprecision Posted February 16 Report Share Posted February 16 A person wants to buy an 80% receiver, the mfg needs a FFL to transfer it to, the chunk of metal has no serial number, model or caliber. How can it be recorded into inventory and how can it transfer out on a 4473? If it "has" to go to a ffl it needs a serial number. The manf is probably trying to pawn off responsibility to the ffl- which is BS. If your getting just a 80% just give it to the guy. If its a kit then its considered a PMF even w/o being complete. By putting a serial number on an uncompleted receiver is what I thought would be considered falsifying atf/ official documents. If you're selling what you claim to be 80%, then you have to number it and transfer it to an ffl. If you claim to be selling 79% receivers with no markings then no need for an ffl. If you're shipping square billet stock to a guy with a 5 axis machine and a program, that's in reality going to be 100% receiver, but you have no knowledge. If you're shipping a casting to a guy with a dremel, that's like a 10% receiver to that guy. The whole thing is a joke with no context, which is why all of this numbering, background checks, etc. needs to go, since it's just a distraction and complete waste of resources. You arrest people people committing crimes with tools, you don't arrest tool makers, that clearly has zero impact on crime. Example: shooting mylar birthday balloons with $400,000 rockets doesn't stop people from releasing the balloons?.....and what happens when you miss? No one seems to want to ask that question? INTLMILCO Posted February 22 Report Share Posted February 22 An unfinished frame is a just that until you start the pocket or drill holes in it. What was once called a 80% is simply an unfinished frame. The ATF released some sort of a memo stating that these are not firearms as long as they aren't sold with the parts to complete it I believe.
