It could have been used on any number of military vehicles (Deuce and a half as an example) using a PTO units. As Gunbugs pointed our, the key way cuts could have been used for an alignment slot, shear pins or half moon keys. I believe that Navy Crane opened in the early 1940's and were also responsible for military vehicle and equipment development. I think it may be part of the hand operated transversing and elevation system to a artillery piece. Just a thought. Good luck in your search and let us know what you find out.
