This is a M63 GROUND MOUNT. I bought this (and the NAVY Mount) also for display. Like the NAVY MOUNT this is fully functional. Can be used for ANTI-AIRCRAFT, using the upper handles and elevating it. Or, the lower handles for anti-personnel or materiel. Both sets of handles have a mechanism for firing the gun and they do function. These are rare and hard to find.
