Can and individual who owns a NFA weapon on a form 4 sell directly to another individual in their state, simply by filing a new form 4 with ATF along with the $200.00 transfer tax? State laws have to be followed in addition to the federal ones for legal firearms transfers. If yes, that would cause a denial of the prospective application. The buyer will need to fill out all required forms (in duplicate), get any locally required state paperwork done (don't think it is an issue with Florida - you should know what you went through to get your Form 4), fingerprint cards, etc. You sign off as Seller on the paperwork, the $200 check is included and everything is submitted as directed on the ATF forms. Approved form will come back to you. You then call the Buyer and tell them to come get their NFA item. Keep a copy for your records. Hope this helps. Good luck!
