UPS ORMD not after 1 Jan. 2021 .... ?

I called UPS ("Brown") HAZMAT for information on an unrelated question.....and while I was waiting for a live person, their pre-recorded message tells me that UPS will no longer be allowed to accept ORMD labeled shipments after 1 January 2021 ??????????

Give them a call, listen to message, and let us know what is going on please as this effects ammunition shipments:

If this is true, how do we ship ammunition after that date ?

Effective January 1, 2021 the ORM-D classification will be obsolete per D.O.T. HM-215K

If the "Ground and Air Packaging Provisions Exceptions" column of the chemical table references a specific packaging exception, refer to that section of 49 CFR to determine if your material qualifies for the exception. If you do not meet all the conditions for that exception, you must prepare the material under the rules for a fully regulated hazardous material.

Using Chromic Acid Solution as an example, the DOT regulations allow this material to be shipped as a limited quantity if it meets the conditions of 49 CFR 173.154. Also, if the material meets the definition of a "consumer commodity" as stated in 49 CFR 171.8, the exception allows the material to be renamed "Consumer Commodity" and reclassed as ORM-D material.

In addition to the exceptions allowed for "Limited Quantities," shipments of ORM-D materials are not subject to the shipping paper requirements of subpart C of part 172 of 49 CFR unless the material meets the definition of a hazardous substance, a hazardous waste, or a marine pollutant or unless offered or intended for transportation by aircraft.

Since this example illustrates a shipment intended for ground transportation in the 48 contiguous States, the Shipping Paper and Shipper´s Certification are not required.

Note:

  • Ground shipments of ORM-D materials destined to or from Alaska, Hawaii, Puerto Rico, and Catalina Island are no longer accepted effective January 1, 2011.
  • UPS accepts ORM-D ground shipments to Canada.


Even though your packaging need not be a UN performance package, it must meet the requirements of 49 CFR 173.24 and 49 CFR 173.24(a) and must be capable of meeting the ISTA Procedure 3A.

Yes, just different labeling. Just getting rid of the "ORM-D" label. Been in the works for a very long time. Regards, JH

Instead of the old, 'beloved' ORM-D label, it will now be the black and white diamond showing 'Limited Quantities' of less than 66lbs of ammunition.  If more than 66 lbs, there are different standards.  But I believe that won't go UPS or Fedex.  Probably ground freight.
