Does 5320.20 serve any useful purpose for ATF?
Presuming ATF's primary role is a LE agency, has a 5320 ever contributed to any investigation of a crime?
It seems like a lot of busy work. Owner must file for each trip, ATF must process each filing. After decades of this never-ending stream of unproductive filings, I can envision a hated rubber-stamp room somewhere in WV where employees are required to work 1 hour each day rubber-stamping 5320's as fast as they can without ever looking at them.
If the form itself or filing thereof provides any actual benefit to the community or the agency, I don't know of it, but I would like to.
